Ⅰ.Links

  1. (1)In principle, users are free to create links to information on “Government Public Relations Online” (hereinafter referred to as “the website”). However, this does not apply to information contained on the website where restrictions concerning links are denoted.
  2. (2)Users should clearly indicate that the link(s) they create are to “Government Public Relations Online” No prior or subsequent notification to the Government Public Relations Office is required.
  3. (3)When a link is created, users are requested to ensure that the link to the website does not open as a frame within another website, but opens as a new window or tab.

Ⅱ.Use of Content on the Website

The information made available via the website (hereinafter referred to as Content), except for content subject to other usage rules, may be freely used by any person in accordance with provisions 1 to 7 detailed below, including reproduction, public transmission and adaptation through translation or other modifications, etc. Commercial use of Content is also permitted. The Terms of Use described in the provisions do not apply to numerical data, simple tables, graphs, etc. that do not fall under the protection of copyright, and users are free to use them. Users of the Content are deemed to have agreed to the Terms of Use.

1. Source citation

It is prohibited to make public or use edited or reconfigured information in a manner that may be misconstrued as having been compiled by the Government of Japan or its ministries and agencies.

2. No infringement of third party rights

  1. (1)There are cases in which Content may include copyrighted or other rights-protected materials of third parties (third parties here refers to a party other than the state; the same applies hereafter). With regard to Content that is covered by third party copyright or other third party rights (e.g. image rights, publicity rights, etc.), it is the responsibility of the user to acquire permission from the third party to use rights-protected materials, excepting Content where it is expressly stated that no rights issues apply.
  2. (2)With regard to Content that is covered by third party copyright, it is directly or indirectly stated or indicated in some cases that it is covered by third party copyright through source citations, etc. However, there also other cases where the part that is covered by third party copyright is not clearly identified or specified. When using such Content, it is the responsibility of the user to verify and confirm.
  3. (3)There are some cases where the Content that is protected by third party copyright, etc. may be used without the permission of the rights holder, etc., including when it is quoted as permitted under the Copyright Act of Japan.

3. Restrictions on Use Due to Specific Laws

Some content may be subject to usage restrictions imposed by specific laws.

4. Content to which the Terms of Use do not apply

The Terms of Use do not apply to the use of the following Content items.

  • Symbols, logos and character designs that represent an organization or specific business
  • Content where it is clearly stated that the other Terms of Use may apply to it with an explanation of specific and reasonable grounds

 

5. Governing law and agreement on jurisdiction

The Terms of Use shall be interpreted pursuant to the laws of Japan.

In the event that a dispute arises relating to the use of Content under the Terms of Use or about the Terms of Use themselves, the user agrees that the exclusive court of first instance shall be the district court with jurisdiction over the location of the organization that has published the Content or Terms of Use that are in dispute.

6. Disclaimer

The state shall bear absolutely no responsibility for any action taken by the user that involves the use of Content (including use of information based on edited or reconfigured Content).

Content may be modified, moved, or deleted without prior notice.

7. Other matters

The Terms of Use do not limit use of quotations, etc. that are permitted under the Copyright Act of Japan.

The Terms of Use were formulated on December 1, 2010 (last revised on November 24, 2023). The Terms of Use are based on the Government of Japan Standard Terms and Conditions (Version 2.0). The Terms of Use may be modified in the future. In cases where the Content is already used based on any of the earlier versions of the Government of Japan Standard Terms and Conditions, the same conditions shall continue to apply.

The Terms of Use are compatible with the Creative Commons Attribution 4.0 International Public License(copyright license terms and conditions stipulated in https://creativecommons.org/licenses/by/4.0/legalcode, referred to as "CC BY") and the Content to which the Terms of Use apply may also be used in accordance with CC BY.
